The licence fee, based on the above information, would usually be about 50% of your Base Usage Rate (BUR) - as it's less than standard use they require.
And as it doesn't sounds like you are planing on - or they are excepting - a big production shot here, then I'd guess you are just talking about a couple of hundred quid at most.
By a few hours shooting, I understand 1/2 day. And by 4h post-processing I hear 1/2 day too. So I would charge a day rate for this job.
Now my day rate shooting jewelry for catalog purpose is not the same as my day rate for portrait work. So it depends on your day-rate i guess.

I am putting together a quote for a leading UK daily newspaper with a circulation of over 500,000 a day. It is for a weekend supplement. There will be no extra costs involved regarding transport, props, extras, assistants etc. It is just myself with the subject shooting natural light.
I envision that I will spend a few hours with the subject and will spend at least four hours in post production working on images to deliver a good selection of 15-20 images to the client of various crops and formats.
Any advice regarding how much to quote would be very much appreciated.
