Has anyone given a client a discount towards an assignment for getting a model release of him or her? Pictures are usable for stock. If so how much 10% more or less?

What is the normal practice?? If you see someone in a public place in Japan, on the streets or markets.. Can we take a photograph of them and use the image for a charity?? (to raise money for the people of Japan).. The images were done a few years ago.. There is really no way...
