A large surf wear company in South Africa wishes to buy a license for one of my images. The license would cover advertising in magazines and printed poster runs. They've straight up told me their budget for this is the equivalent of $500. US. After consulting with some colleagues from South Africa I concluded the usual rate they charge is $800. US.

Surf wear companies are notoriously cheap because so many photographers simply trade for equipment and clothing. That said if you check any of the magazines that they will advertise in, you will see that a full page ad running just once in the magazine costs thousands and thousands of dollars. $500 is simply ludicrous. Depending on the length of time for the license and and how many posters and any other uses the base price for this is at least $2500 if not more.

Elaboration re my original post:
I know that in the US the buy out rate starts at $2500 as Seth mentioned.
The company is based in South Africa, The agreed upon buy out rate by the South African surf photographers is roughly $800. US.
The license will cover only local magazines and the ads are usually reproduced full page. The license will be valid for one year.
After further discussion with my peers in South Africa I've come to the conclusion that I should offer the company a very limited "budget" license seeing as they're crying lack of budget.
Thus I'll offer them a six month license for full page editorial ad usage only. No posters, swing tags, web use, etc.
Of course they are 'crying lack of budget'...in the last few years I haven't met any client who doesn't do that...its called 'Negotiation' :)
Considering the fact that they are in South Afrika, your idea might be ok - but it also might be that they laugh all the way to the bank if your pictures are part of a successful campaign and they paid just $800 for it. This you will probably never find out.
Need more info. Are the magazines local or national? What's the circulation? How big will the images be? How many posters in a print run and how large will the image be on said poster? How long is the license to last? $500 sounds way low to me... The more extensive the usage, the more value to the licensee, the higher the price, no?
